Teach professional seminars, conduct research, and provide consulting services for software metrics, testing strategies, and test methodology. Seminars include structured real-time analysis, design, and testing, reverse engineering, year 2000 testing, and integrated quality. Conduct consulting engagements for the development of embedded real-time systems in the avionics and medical imaging applications. Technical environment includes McCabe Integrated Quality (IQ).

  • 2002-2003 Tactical Training Specialists, Denver, Colorado. Consultant. Assessed Information Assurance (IA) and Critical Infrastructure Protection (CIP) for the Defense Finance and Accounting Services (DFAS). Assessment included site visits among the 29 central and field operating locations and review of business continuity for 118 Mission Critical (MC) and Mission Essential (ME) systems. DFAS is the IT organization for the Department of Defense (DOD), and the organization processes DOD’s $380B budget including appropriations, commitments, payments, reconciliations, and civilian, vendor, and military pay.

  • 2001-2003 Envirotech Services, Inc., Greeley, Colorado. Consultant. Evaluated 2nd tier software vendors with a detailed micro implementation for Lawson Insight, Industrial and Financial System (IFS), and Syspro. Implemented Industrial and Financial Systems (IFS) for business finance, marketing, and distribution. The project successfully implemented the accounting, financial, and distribution modules with Oracle back end databases. Wrote the business and software requirements for extensive modifications for the distribution module including product loading and freight carrier assignment.

  • 2000-2001 Inovant, a Visa Solutions Company, Foster City, California. Consultant. Developed a prototype application portfolio including static and dynamic software testing metrics; developed risk-based testing procedures for improved testing coverage; formulated and calculated prototype quality indexes for productivity, effectiveness and efficiency.

  • 1999 Lockheed Martin, Los Angeles, California. Expert witness. Evaluated and testified on the McCabe software complexity analysis performed by Lockheed Martin for the Statewide Automated Child Support System (SACSS).

  • 1981-1997 Texaco Inc., Houston, Texas, Information Technology Department. A series of consulting assignments related to development methodology, automated data dictionaries, production library management, and decision support systems. Evaluated outsourcing productivity provided by IBM's Global Services. Served as a facilitator for the drafting of architectural principles. Wrote automated data dictionary standards and procedures and developed a user friendly interface to facilitate dictionary use. Developed a library framework to ensure operational and internal control over using and changing production application systems. Developed an expert advisory system to evaluate resource requirements and operational performance of production applications. Completed study of outsourcing measurement with IBM Global Services. Technical environment was an IBM token ring LAN/WAN and a 3090 utilizing PL/I, TSO/SPF with Dialog Manager, and DATAMANAGER.

  • 1989-1995 Star Enterprise, Joint Venture between Texaco, Inc, and Saudi Refining Inc. (SRI), Consultant. A series of special assignments for the Director, Information Technology. Assignments include competitive analysis and strategic direction, development methodology, project resource estimation and management, metrics and function points, information modeling and strategic alignment of information technology. Designed the development, test and production architectures for installed applications supported by Intersolv's PVCS. Developed and implemented the tactical planning system in Paradox 3.5 and Paradox for Windows. Implemented a series of departmental prototypes for tactical planning using Microsoft Access, Microsoft Project and Innate Multi-Project as the graphical user interface. Technical environment was LAN/WAN architecture using LanManager netware.

  • 1995-1998 Hewlett Packard, Greeley, Colorado. Consultant. A series of special assignments for the Manager, Information Technology. Assignments include information engineering technical advising and completing information strategy plans (ISP) for the Information Technology Department. Developed data models for a new product release.

  • 1991-1993 Otsuka Electronics, USA/Chemagnetics, Inc. Consultant. A series of special assignments for the Vice President, Operation. Developed real-time software specifications for NMR clinical imaging and liquid spectroscopy systems.

  • 1989-1991 IBM, Boulder, Colorado. Instructor. Taught professional seminars including system and unit testing.

  • 1988 Auto-Trol Technologies, Denver, Colorado. Consultant. Developed structured specifications for CAD/CAM applications. Taught professional seminars for structured analysis and design methodologies.

  • 1987 Adolph Coors Company. Faculty Intern. Assisted the Vice President, Controller with the development of the Modern Sophisticated Financial Database (MSFDB). The project provided decision support software for executive management.

  • 1978 Agency Records Control, Inc., College Station, Texas. Systems Analyst. Designed and coded modules for a word processing system. Systems environment was PDP/11 utilizing interactive BLISS COBOL.

  • 1977 University of South Florida, Department of Institutional Research. Data Base Coordinator. Responsible for administration, integrity, and efficiency of a multi-user database. Compiled and evaluated statistical data and designed research programs. System environment was an IBM 370 utilizing COBOL, EASYTRIEVE, and MARK IV.

  • 1976 General Telephone of Florida, Tampa, Florida, Marketing Department. Marketing Administrator. Developed econometric models for telephone forecast and designed systems to improve forecasting methods. System environment was CDC 6600 and Honeywell 6000 utilizing FORTRAN.

  • 1972-1975 Tampa Bay Regional Planning Council, St. Petersburg, Florida. Systems Analyst/Consultant. Designed Regional Impact Analysis System (RIAS), developed pilot regional information system, analyzed census data, and updated geographic base files. Programming included NIPS 360 languages Formatted File System, COBOL, FORTRAN, PL/1, GPSS, and SIMSCRIPT.
